Two different systems, easy to conflate

EUR.1 is a preferential origin certificate tied to the EU–Vietnam Free Trade Agreement. It reduces or eliminates duty on qualifying goods. It has nothing to do with plant health.

Plant health clearance, under the EU's official controls regulation for products of plant origin, applies because coffee wood is a raw or minimally processed wood material — a pest and disease risk category regardless of what the finished product is used for. This is checked by the relevant authority at the EU point of entry, independent of the duty question entirely. A shipment can have a perfect EUR.1 certificate and still be held on plant health grounds, and the reverse is equally true.

What to have ready

Phytosanitary certificate from Vietnam's plant quarantine authority, matched precisely to the product description on the commercial invoice. Ask your supplier whether they issue this as standard for EU shipments and how long it typically takes — an exporter with real EU shipping history will give you a specific answer, not a general one.

Confirmation of which EU member state is the point of first entry, since inspection resourcing and typical processing time can vary by port, and this affects how much buffer to build into your shipping timeline. If you're distributing onward to other EU countries after the goods clear at the entry port, ask your broker whether that onward movement has separate requirements.

Packing list and commercial invoice that match the phytosanitary certificate's stated quantity and description exactly — the most common, entirely avoidable cause of a hold is a document mismatch, not a genuine compliance problem with the goods themselves.

Why this sits separately from the EUR.1 conversation

Buyers who've already worked through EUR.1 sometimes assume the compliance question is closed once duty is settled. It isn't. Plan the plant health document set as its own checklist item, confirmed with your broker independently of the origin/duty conversation — not folded into it as an afterthought.

Reconfirm per shipment, not per relationship

Plant health rules are reviewed and can change without much public notice, and a shipment that cleared cleanly last quarter is not proof the same paperwork clears the next one. This is worth rechecking before every shipment, not just the first one with a new supplier.
