An importer sourcing pet chews for the China market often assumes GACC registration is a food-import issue and does not apply to a wood-based dog chew. That assumption is worth checking rather than trusting, because China's General Administration of Customs applies registration requirements based on product and material classification, and wood and plant-material products can fall inside scope depending on how the product is classified at entry.
What GACC registration actually is
GACC operates a registration system for overseas manufacturers exporting certain product categories into China, requiring the manufacturer's facility to be registered and assigned a registration number before shipments can clear customs under that classification. The system exists to give Chinese customs a traceable record of where a regulated product was produced, not just what is declared on the invoice.
Why this matters before quoting, not after
Registration, where required, sits with the manufacturer and is checked at the point the product's classification code is declared. An importer who prices and books a China order before confirming the supplier's registration status against the correct classification code risks a shipment held at the border — a delay that costs far more than the time it would have taken to confirm this up front.
What to actually ask a supplier
Whether the specific product — coffee wood chews, natural fiber toys, whichever line is being sourced — falls under a classification that requires GACC registration for China, and if so, whether the facility is currently registered under that code.
